OpenAI's Industrial Policy Paper Is a Lobbying Document — Here's What It's Really Asking For

OpenAI wants this document to read like democratic seriousness. It reads like a Campaigning document with nicer lighting.
On April 6, the company published a 13-page paper called Industrial Policy for the Intelligence Age: Ideas to Keep People First, presenting it as an early, people-first blueprint for dealing with the economic and social shock of advanced AI. OpenAI says it wants to “kick-start” a broader conversation. But this was never just a PDF dropped onto the internet and left to speak for itself. The rollout came with a dedicated feedback inbox, fellowships and research grants of up to $100,000, up to $1 million in API credits, and a Washington workshop opening in May.
That is not a company timidly floating ideas in public. It is a company trying to furnish the room before Congress walks in.
The paper is also not arriving from neutral ground. OpenAI is already under antitrust scrutiny, mid-way through converting its for-profit arm into a Public Benefit Corporation, and deep in the politics of AI scale and market power. This is a company trying to shape the vocabulary of oversight while its own structure is still being contested.

That same pattern runs through the paper’s treatment of risk. OpenAI does not just admit that advanced AI could disrupt jobs, concentrate wealth, enable cyber and biological misuse, strain democratic institutions, and even create loss-of-control risks. It says, plainly, that it is raising awareness of those dangers because new policy solutions are needed. That is where the document gets more interesting, and more revealing. The warning is not separate from the power play. The more credibly OpenAI describes the danger, the stronger its case that a narrow class of technically sophisticated actors should help define the response. In this paper, candor and capture are not opposing forces. They are part of the same move.
The clearest evidence comes when the paper stops speaking in uplift and starts drawing lines.
OpenAI says the strongest safeguards should apply only to “a small number of companies and the most advanced models.” Then, in the same document, it asks policymakers to create safe harbors so those same companies can coordinate on risk. This is not just a plea to regulate AI. It is a plea to regulate AI in a way that formalizes the centrality of the firms already closest to power.
That is what gives the paper its protection-racket feel. The structure is basically this. We are building systems powerful enough to destabilize labor markets, public safety, and democracy. The company casts itself as the actor sober enough to tell you how serious the threat is, then uses that seriousness to argue that it should remain central to governing the threat. Their warning becomes leverage. Their candor becomes institutional power.
Seen that way, the document is not just a manifesto, and it is not just routine corporate spin either. It is a preemptive settlement offer to Washington.

OpenAI is trying to define the moral language, the economic vocabulary, and the regulatory perimeter of the AI age before lawmakers do it in a rougher, less flattering way. The people-first language is real on the page. The redistribution language is real on the page. But the underlying premise never really shifts. The most powerful labs should keep building, keep scaling, and keep helping write the rules for the world they are destabilizing.
OpenAI just lobbied you and called it industrial policy.
